The Professional, Enterprise and Education versions of Microsoft Windows have a hidden setting that enables government-certified \u201cFIPS-compliant\u201d encryption. FIPS stands for \u201cFederal Information Processing Standards.\u201d It is a set of government standards that define how certain things are used in the government\u2014for example, encryption algorithms. This setting in not available on the Home version of Microsoft Windows.<\/p>\n\n\n\n

If the FIPS-Complaint Encryption option is enabled, this can block Microsoft\u2019s .NET framework from accessing computer functions, procedures, and subroutines that are not FIPS-validated. This may result in improper functioning of software not FIPS-validated.<\/p>\n\n\n\n

This issue can be easily corrected by accessing and modifying the computer\u2019s Local Policies.<\/p>\n\n\n\n

To disable FIPS-Complaint Encryption, follow these steps:<\/p>\n\n\n\n

  1. Click on the Windows\u00a0Start button<\/strong>, then type\u00a0Control Panel<\/strong>\u00a0into the search box, and then press the\u00a0Enter<\/strong>\u00a0key.

  2. In Control Panel, double click on\u00a0Administrative Tools<\/strong>.

  3. In Administrative Tools, locate and double click on\u00a0Local Security Policy<\/strong>.
    \"\"<\/li>
  4. The Local Security Policy application will be displayed. In Security Settings, expand\u00a0Local Policies<\/strong>, and then click\u00a0Security Options\u00a0<\/strong>as shown below.

  5. Locate the\u00a0System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing<\/strong>\u00a0setting in the displayed panel and then double click on it.

  6. The following dialog box will be displayed. Select the\u00a0Disabled<\/strong>\u00a0radio button entry and then click on the\u00a0[Apply]<\/strong>\u00a0button.

  7. The\u00a0System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing<\/strong>\u00a0status should now be set to\u00a0Disabled<\/strong>.

  8. Restart the computer. This change will take effect after the\u00a0Local Security Policy<\/strong>\u00a0is applied during the Windows startup.<\/li><\/ol>\n\n\n\n
